In essence, devolution is a way of enabling Scotland, Wales and Northern Ireland to have forms of self-government within the United Kingdom. The UK Parliament has conferred various sorts of legislative powers on the elected Scottish Parliament, National Assembly for Wales and Northern Ireland Assembly to do this.

A Marx Brothers Analysis of America’s War Craziness

I grew up watching Groucho Marx on his “You Bet Your Life” television show. My father assured me that the Marx Brothers films were the funniest ever. But I didn’t get to see any of them until I went to The Johns Hopkins University, which had an excellent film series curated by Richard Macksey.
Then I saw at least some of their feature films and laughed myself silly. My favorite, and certainly one of their best, is Duck Soup (1933). It’s about war between two minor nations, Freedonia and Sylvania, with the four brothers playing both sides of the conflict against the muddle.
Groucho plays Rufus T. Firefly, who is installed as head of Freedonia by Mrs. Gloria Teasdale, played by Margaret Dumont, Groucho’s foil in several films. I won’t go into the absurd intricacies of the clap-trap plot as I’m interest in only one scene, the scene where war is finally declared between Freedonia and Sylvania.

Chicolini (Chico Marx) is on trial in Freedonia for spying. Firefly has, for whatever reason, decided to act as his defense council, though he’s the one who caught Chicolini. This that and the other happens and the news comes that Sylvania troops are at the Freedonia’s border. This causes some distress as “war would mean a prohibitive increase in our taxes”—maybe back then, but not now; now we cut taxes and spend even more money on undeclared war. There’s some wordplay on “taxes” and “dollars” = “Dallas, Dallas, Texas.” It’s eerie, you’d think those guys were reading the future.

To War! America’s National Psyche

I’m reproducing a set of notes I wrote up during the 2000 Presidential Election. I’m republishing them now in recognition of yet another turn in the long-spinning wheel of American mythology.

Everything is connected to everything else and the causal forces meeting in the historical present stretch back into the past without end. Figuring out where to start is not easy. My sense is that we need to focus our attention on the dissolution of the Soviet Empire in the late 1980s. That left the nation without a national scapegoat, thus radically altering the nation’s psycho-cultural landscape. We no longer had Ronald Reagan’s Evil Empire to kick around.

As some of you may know, my thinking on these matters has been strongly influenced by an essay Talcott Parsons published in 1947 on “Certain Primary Sources of Aggression in the Social Structure of the Western World”. Parsons argued that Western child-rearing practices generate a great deal of insecurity and anxiety at the core of personality structure. This creates an adult who has a great deal of trouble dealing with aggression and is prone to scapegoating. Inevitably, there are lots of aggressive impulses which cannot be followed out. They must be repressed. Ethnic scapegoating is one way to relieve the pressure of this repressed aggression. That, Parsons argued, is why the Western world is flush with nationalistic and ethnic antipathy. I suspect, in fact, that this dynamic is inherent in nationalism as a psycho-cultural phenomenon.

For the most part I have used Parsons, and others as well, in arguing about the nature of racism in the USA. While Africans were brought to this country for economic reasons it seems to me that during, say, the 19th century African Americans increasingly assumed a dual psychological role in the white psyche. On the one hand, they were a source of entertainment. On the other, they were convenient scapegoats, as became evident with the lynchings that emerged during Reconstruction and continued well into the last century. That is to say, African America served as a geographically internal target for the ethnic and nationalist antipathy Parsons discussed.

Thus we have the thesis in Klinkner and Smith, The Unsteady March (U. Chicago, 1999). They argue that African Americans have been able to move forward on civil rights only during periods where the nation faced an external threat – the Revolutionary War, the Civil War, and the major wars of the first half of the 20th century. When the external danger had subsided, gains were lost. From my point of view, they’re arguing that, when external danger looms large and demands attention, the citizenry can focus aggression there and so ease up on the internal colony. Beyond this, of course, it becomes necessary to recruit from the colony to fight the external enemy, both physically and propagandistically – be kind to your black citizens when you fight the Nazis, etc.

Crowd Wise aims to facilitate fair, participative discussions through the following features:

  • A clear question, as a starting point. In this case, the question was, ‘Should we exploit the UK’s onshore shale gas, and if so under what conditions?’

  • Between four and six possible answers to that question are provided, in the form of one page descriptions of a policy option.

  • The participants divide into small groups, with each group advocating for one of the options.

  • Each group’s aim is to win a vote. The vote is a preference vote – this form of voting encourages people who disagree to talk to each other constructively.

  • Each group does this by explaining its option to the other groups, and, if it wishes, amending it, to make it more appealing, and even merging it with one or more others.

The photographs are stunning!

The reader is left to infer that Sambunaris has stepped into the cartographer’s shoes as a 21st-century documentarian of human presence in the American landscape. The photos in this book, taken during half a dozen road trips over more than a decade, capture the massive scale of modern industry — mines, dams, freight trains, highways and logistics centers; the pipelines of Alaska and the Mexican border fence. She spent a particularly long period photographing Nevada, Utah, and the town of Wendover, which straddles the state line. She recorded the steam that rises from the ground at Yellowstone National Park, hinting at the massive volcano that sits beneath it. Each image conveys the tension between the epic timescale of geological features and the blink-short span of modern infrastructure’s tenure.

This Legendary Accounting Firm Just Ran the Numbers on Climate Change | Mother Jones

Surprise! Surprise!

With every year that passes, we’re getting further away from averting a human-caused climate disaster. That’s the key message in this year’s “Low Carbon Economy Index,” a report released by the accounting giant PricewaterhouseCoopers.

The report highlights an “unmistakable trend”: The world’s major economies are increasingly failing to do what’s needed to to limit global warming to 3.6 degrees Fahrenheit above preindustrial levels. That was the target agreed to by countries attending the United Nations’ 2009 climate summit; it represents an effort to avoid some of the most disastrous consequences of runaway warming, including food security threats, coastal inundation, extreme weather events, ecosystem shifts, and widespread species extinction.

U.S. Bombs, Which Helped Spawn ISIS, Can’t Crush It | Cross-Check, Scientific American Blog Network

Swanson insists there are nonviolent options, which he spells out here, for quelling the violence of ISIS and other militant groups fighting in Iraq. At the same website, warisacrime.org, a group of 53 religious groups, academics and ministers proposes, in part:

*Stop U.S. bombing in Iraq to prevent bloodshed, instability and the accumulation of

grievances that contribute to the global justification for the Islamic State’s existence

among its supporters.

*Provide robust humanitarian assistance to those who are fleeing the violence.
Provide food and much needed supplies in coordination with the United Nations.

*Engage with the UN, all Iraqi political and religious leaders, and others in the

international community on diplomatic efforts for a lasting political solution for Iraq.

*Ensure a significantly more inclusive Iraqi government along with substantive programs
of social reconciliation to interrupt the flow and perhaps peel back some of the persons
joining the Islamic State. In the diplomatic strategy, particularly include those with

influence on key actors in the Islamic State.

*Work for a political settlement to the crisis in Syria. The conflicts in Iraq and
Syria are intricately connected and should be addressed holistically. Return to the Geneva peace process for a negotiated settlement to the civil war in Syria and

expand the agenda to include regional peace and stability. Ensure Iran’s full
participation in the process.

Are We Causing the Sixth Extinction?

Over the past half-billion years, there have been at least twenty mass extinctions, when the diversity of life on earth has suddenly and dramatically contracted. Five of these—the so-called Big Five—were so devastating that they are usually put in their own category. The first took place during the late Ordovician period, nearly four hundred and fifty million years ago, when life was still confined mainly to water. Geological records indicate that more than eighty per cent of marine species died out. The fifth occurred at the end of the Cretaceous period, sixty-five million years ago. The end-Cretaceous event exterminated not just the dinosaurs but seventy-five per cent of all species on earth.

The significance of mass extinctions goes beyond the sheer number of organisms involved. In contrast to ordinary, or so-called background, extinctions, which claim species that, for one reason or another, have become unfit, mass extinctions strike down the fit and the unfit at once. For example, brachiopods, which look like clams but have an entirely different anatomy, dominated the ocean floor for hundreds of millions of years. In the third of the Big Five extinctions—the end-Permian—the hugely successful brachiopods were nearly wiped out, along with trilobites, blastoids, and eurypterids. (In the end-Permian event, more than ninety per cent of marine species and seventy per cent of terrestrial species vanished; the event is sometimes referred to as “the mother of mass extinctions” or “the great dying.”)

Once a mass extinction occurs, it takes millions of years for life to recover, and when it does it generally has a new cast of characters; following the end-Cretaceous event, mammals rose up (or crept out) to replace the departed dinosaurs. In this way, mass extinctions, though missing from the original theory of evolution, have played a determining role in evolution’s course; as Richard Leakey has put it, such events “restructure the biosphere” and so “create the pattern of life.” It is now generally agreed among biologists that another mass extinction is under way. Though it’s difficult to put a precise figure on the losses, it is estimated that, if current trends continue, by the end of this century as many as half of earth’s species will be gone.

Abstract: How did Western culture get from Shakespeare’s Caliban to Bill Cosby’s Dr. Cliff Huxtable? This essay examines that trajectory by consider six imaginative works: Shakespeare’s The Tempest, Twain’s The Adventures of Huckleberry Finn, Forster’s A Passage to India, Faulkner’s Light in August, Zemeckis’s Who Framed Roger Rabbit, and The Cosby Show. The focus is on the projective dynamics of racisim where the racial Other is made to express feelings and desires that the dominant culture denies.

The concept of freedom did not emerge in a vacuum. Nothing highlighted freedom—if it did not in fact create it—like slavery. . . . For in that construction of blackness and enslavement could be found not only the not-free but also, with the dramatic polarity created by skin color, the projection of the not-me. Introduction: A Universe of Symbols

Each culture has a universe of symbols through which its members understand themselves and one another. We use these symbols to elaborate our mental world and to communicate with one another, for symbolism gives graphic and linguistic form to our feelings and desires. The olive branch and white dove of peace, the blood-red planet Mars betokening war, the serpent of wisdom, or of life and healing, are examples of such symbols. American society is culturally diverse. While all Americans may share some symbols–perhaps the American flag, the Thanksgiving turkey–other symbols belong to specific cultures. Each subculture has its own symbolic universe, with its own symbols.

European-American culture includes a vast network of symbols, a network in which African-Americans have played, and continue to play, an important role. The way whites symbolize blacks has more to do with the hearts and minds of whites than it does with black reality. Thus if we are to understand the role that black culture has played in the development of general American culture, we will need to understand the role that white culture has already assigned to blacks. The subject is vast, but we don’t need to survey it all in order to get the lay of the land. A few examples will serve. Continue reading
